Sometimes exporting PG_CONFIG does the trick. Alternatively, while
building the RPMs, we add a patch to makefiles like this:
http://svn.pgrpms.org/repo/rpm/redhat/9.3/ip4r/F-20/Makefile-pgxs.patch
