I tried those options, a DOS window suddenly appears and disappers, I cant even see what are the error messages, but still the database not starting!
Any other way to check the problem?

my cygwin based start up script is
pg_ctl start -D /usr/share/postgresql/data -o -i
you may be able to apply this to your circumstance
with pg 8.
keep in mind - that "-o -i" is important - my db
doesn't work right without those parameters.
