If he wants to "batch" them, then all he needs to do is add a condition/count:

while read line; do

    # "batches" of 20 or whatever you *want*
    if [ "X$cnt" == "X20" ]; then
        sleep 5   # whatever you *want*
        cnt=0
    fi

    psql dbname -c "UPDATE ... $line ..."
    let cnt=$cnt+1

done < filename
