I currently have PostgreSQL running fine on WinXP. But the createlang command is having problems: $ createlang plpgsql template1 basename: not found /usr/bin/createlangpsql: not found :external error What could possibly be going on? strange that cygwin is spitting out "createlangpsql: not found" when I didn't type that. Does the following help?
$ find /usr/bin -name '*.exe' -o -name '*.dll' | xargs chmod +r,+x

One can use the following:
http://cygwin.com/packages/
to determine which package contains a particular file.
