Correct, it's not strictly needed after CREATE EXTENSION, but the
extension keeps working without it.
While the *-scripts packages conflict against each other, the extension
packages (postgresql-X.Y-postgis-M.N) do not, allowing users to upgrade
without breaking existing installations.
