if you are sure that postmaster is down, try to start it manually and
see what it say:
<your_bin_path>/postmaster -D <path to your data directory>
if you are in a REDHAT or Fedora:
/usr/bin/postmaster -D /var/lib/pgsql/data
the command above suppose you already did an initdb...
