My first idea was write to PSQL strftime full compatible with 'C'
strftime(). Now I see Oracle documentation for TO_CHAR(), ..hmm it is not
easy, it is very specific (unique) function, but I agree - your idea
(compatible with Oracle) is better :-)). I try to_char()..
