who is a maintainer of Developers List. 
I understand that I'm not a postgres coder but is't
possible to mention somewhere:

Bartunov, Oleg in Moscow, Russia (oleg@sai.msu.su)
has introduced locale support.

It was rather long ago and was very limited but
I still proud for this little hack many people
used. (take into account I'm not a C-programmer at all :-)
