Unfortunately Qt5 runtime is causing these issues on MacOS High Sierra system and yes as of now you can consider them as bugs.
And many people has reported similar issues on MacOS High Sierra.
If you need workaround then you could try out our latest development version from here until next public release, https://developer.pgadmin.org/~dpage/runtime-revamp/

I seem to be having a lot of issues on MacOS High Sierra with regard to being able to click and scroll.
- Frequently the cursor changes to the compass one used for moving things around and no matter what I do I cannot get it to change back to a pointer and therefore cannot click on anything. This mostly seems to happen after I have used a two finger tap to right click on something.
- Scrolling with a three-finger swipe is horrendously slow compared to other applications I have open and swiping the whole height of the trackpad sometimes only moves the display by 2 or 3 lines.
- Trying to scroll on the data returned from a query (again using the 3-finger swipe) will often scroll the Browser pane instead of the data pane, even though the cursor is over the data pane.
- Trying to click on a scrollbar and move it does not work.
