I downloaded and installed pgAdmin 4 v1.3 on Windows 7 SP1 64bit.
I get a run-time error when I attempt to start pgAdmin 4. Windows Event Viewer entry is below.

My machine did not have C:\Windows\system32\atioglxx.dll, so I downloaded it from the internet and copied it to the location listed above. After doing so I tried to run pgAdmin 4, but got the same error.
I had the same problem with pgAdmin 4 v1.2. I am able to run pgAdmin III v1.22.2 successfully.
I did not find anything helpful via Google.
Any suggestions?
