[BUGS] The performance on 9.6.3 for our query differs by more than 10 timesthan at 9.5.7.

Version: postgres 9.6.3

Operating system: Linux andrey-pc 4.4.0-72-generic # 93-Ubuntu SMP Fri Mar 31 14:07:41 UTC 2017 x86_64 x86_64 x86_64 GNU / Linux

Processor: Intel (R) Core (TM) i7-5600U CPU @ 2.60GHz

Memory: 7872MiB

We have a problem:
The performance on 9.6.3 for our query differs by more than 10 times than at 9.5.7.
9.5.7 - run time - 4 seconds
9.6.3 - run time - 51 seconds
9.6.3 - when using the enable_nestloop = off - 3 seconds
