Backends fetch 1024 XIDs now and place them in shmem.
There is space in VariableCache struct for OIDs as well
but I didn't change GetNewObjectId() due to the
CheckMaxObjectId() stuff... Bruce ?

All other LLL stuff will be #ifdef-ed...
