Can't initialize a database cluster in Cygwin/PostgreSQL 7.3.2

Hi,
When I try to initialize a new database cluster in Cygwin / PostgreSQL 7.3.2, I just get the error listed here under.
Sample Code
$ initdb -D /cygdrive/d/data/pg -d
