The above is bad.
What do you get when run the following:
$ ls -ld /tmp/cygipc*
> The problem seems to be that there is no cygipc_* file!!!

Are you sure that you are really running 1.13-2?
$ ipc-daemon --version
ipc-daemon : Cygwin IPC Package Version 1.13 (c) 1998 PCH/LLA, ...
cygipc renamed /tmp/cygipc0 to /tmp/cygipc_0 between version 1.11 and
1.13. Please make sure that you are running the latest version.
