Version bump is one of the few things we do at the start of development.
For 7.2, I didn't actually stamp the 7.2 release so I never bumped them,
or I forgot. Seems I also forgot for 7.1. It is listed in
tools/RELEASE_CHANGES so it is just a matter of following that file.
