error during copying .txt file

hi,
can you help me to solve this problem..
copy hour from '/home/staff/band.txt' using delimiters
',';
ERROR:  COPY command, running in backend with
effective uid 26, could not open file
'/home/staff/band.txt' for reading.  Errno =
Permission denied (13).

i am very greatful to you if you able to solve my
problem.
