I have recently contributed PostgreSQL 7.1RC2 to the Cygwin distribution
itself, so you should been able to find a pre-built binary on any of the
Cygwin mirrors. For example, try:
ftp://ftp.freesoftware.com/.0/sourceware/cygwin/contrib/postgresql/postgresql-7.1RC2-1.tar.gz
Please read the README and post questions to the list.
Note that I will be updating Cygwin's contrib/postgresql to 7.1RC3 in
the next few days.
