Hello, If you are installing postgres using the msi file you shouldn't follow the cygwin instructions at all. The msi file is for a native windows installation not the cygwin emulation. I don't believe anyone has created an installation instructions yet for the native windows version but if the installation program works correctly you don't really need them.
