Did you install a newer OpenSSL (1.1.1?) that caused the older one to be removed, or something like that? Something to do with the "heartbleed" patches and version changes that happened a while back, or something else like that? 1.0.0 disappeared on several distributions. How did you install PostgreSQL? Judging by the path, that's some less common packages (and you didn't apply updates) or you compiled it from source; either way that seems potentially more prone to problems with dependencies.
