 Is it possible to define a function to pass parameter like this?

function(  parameter )
but not
function(  'parameter' )

It depends on the variable type:

foo=> create function f1( int4) returns int4 as'
foo'> select $1 ;'
foo-> language 'sql';
CREATE
foo=> select f1(4);
f1
--
4
(1 row)
