I use postgresql 7.x on red hat 7.0

I use pgaccess and I have created new users with password
but when I want to open a database with a new user which normally needs a password, if I don't assign the password, the
databaseis open without it. 

Why ?

Access control is defined by the text file pg_hba.conf.  The default setting
in this file is

  local all trust

which means that anyone on the local machine can log into any PostgreSQL
database as any user, without having to give a password.

Read the comments in pg_hba.conf and alter it to suit your desired access
policy.

I should add that pgaccess uses 'local' access (Unix sockets) if the hostname
is left blank.  If you want to use TCP/IP you can set it to 'localhost',
in which case 'host' lines in pg_hba.conf will apply instead.
