Or if using the substring function in earlier versions:

select substring('/help/support/index/time.jsp','/(.*)/.*/.*/.*'),
         substring('/help/support/index/time.jsp','/.*/(.*)/.*/.*'),
         substring('/help/support/index/time.jsp','/.*/.*/(.*)/.*'),
         substring('/help/support/index/time.jsp','/.*/.*/.*/(.*)');

 substring | substring | substring | substring
-----------+-----------+-----------+-----------
 help      | support   | index     | time.jsp
