Should I have CREATEd the db at least without the table structure?

I dropped the database locally. Entirely. Gone.

Then I tried this:

  $  pg_restore -h localhost mydb.sql

This tells me:

  pg_restore: [archiver] input file does not appear to be a valid archive

What gives?
