OUTER JOIN doesn't work on pgSQL 7.1.2

Hello!

I have PostgreSQL 7.1.2 on Linux.
When I try to use outer join, I get an error message:
ERROR:  OUTER JOIN is not yet supported

I understand from the release notes, that starting with version 7.1 there
should not be any problems with OUTER JOINs.

What could be the problem?
