In this case the version number was hard-coded because the
backward-compatibility status of pg_dump[all] is a moving target.  I think
right now we're in fairly good shape to say that we can use 7.2's
pg_dump[all] at least as far back as 7.0, so once we have gotten a better
feeling for that we might want to reword this.
