The snapshot is built daily (nightly?) from whatever happens to be in the source repository at the time. Once in a while a snapshot is effectively relabeled "betaX" and announced. Aside from this non-difference, the beta is at least looked at by a few humans to make sure that all the files are there, whereas the snapshot is done fully automatically and might be horribly broken (in theory, of course ;-) ).
