This functionality is supported as of 7.3.
The syntax for COPY in brand new 7.3.2 docs is

[ DELIMITER [ AS ] 'delimiter' ]
[ NULL [ AS ] 'null string' ] ]

[ DELIMITER [ AS ] 'delimiter' ]
