pq_flush: send() failed: The descriptor is a file, not a socket

I am trying to install postgress.  When I execute the createdb testdb
command I get the following error

pq_flush:  send() failed: The descriptor is a file, not a socket

I am running windows me.  I have gone through the news group suggestions but
nothing has worked so far.

Any suggestions.
