There are two that I know of:

I've used mod_auth_pgsql 0.9.12 successfully with Apache 1.3.29 and
PostgreSQL .7.4.1. I haven't tried AuthPg, though it looks like it's
been updated more recently than mod_auth_pgsql (2004-06-11 versus
2002-11-01).
