The following might be what you want:
ALTER TABLE shipper ADD srl int8;
CREATE SEQUENCE shipper_srl_seq;
ALTER TABLE shipper ALTER COLUMN srl SET DEFAULT nextval(shipper_srl_seq);
UPDATE shipper SET srl=nextval('shipper_srl_seq');
