I don't know but, maybe try a username with out spaces or punctuation in it?

I cannot initilize postgresql.
I have installed CYGWIN version 1.3.2 and cygipc version1.09-2.
Then I run:
ipc-daemon &
initdb -D /usr/share/postgresql/data
