prometheus-sql-exporter: New upstream version

Hi All,

I have updated the package for prometheus-sql-exporter to the latest
upstream version [0]. With this update, the package does not build on
bookworm or noble because of the older version of
golang-github-prometheus-client-golang-dev in the repository for these
dists. I have opened a MR [1] against the apt.postgresql.org repo on
s.d.o.
