Thanks patch applied. 
I have seen inconsistency in the error message/ behaviour when database server is disconnected and user tries to execute query tool, view data or filtered data. Can you please create one RM for this.

Attached is the patch to fix filter dialog issue where it was not opening at all when server is disconnected. The patch will make filter button behaviour similar to Execute query button and will ask to connect.
