None of the users faced such an issue with installers downloaded from https://www.pgadmin.org/download/. The issue is there for pgAdmin installed with PostgreSQL installers.
You need to use PostgreSQL uninstaller to uninstall pgAdmin first. And then install it separately using https://www.pgadmin.org/download. It has worked for all the users.
5. Now Again open PostgreSQL 15 installer on the features selection screen, deselect pgadmin4(the EDB Packager team is already working on the issue) and complete the installations.
Meanwhile, you can uninstall pgAdmin using Postgresql uninstaller(since it is shipped with it) and download it separately from https://www.pgadmin.org/download/
