- For patches marked "Waiting for Author" and having at least one review,
set to "Returned with Feedback" and send the appropriate email
- For patches marked "Needs review
* If it received at least one good review, move it to the next CF (removing the current reviewer reservation)
* Otherwise, leave them pending
