Postgresql Code of Conduct Committee Update

The Code of Conduct Committee is currently operating at reduced capacity due to multiple departures this year, and therefore acting with the minimum membership allowed by the code of conduct.

Alexandra Abramova, Sergei Kim, Simon Pain, and Chris Travers currently sit on the committee. 

Chris Travers is currently acting as chair.
