You can change the FILE_LOG_LEVEL to INFO, or DEBUG in the config_local.py file found under <pgadmin4_installation_directory>/'web' directory?

Yes - it do as 'pgadmin4.log'

On windows - it generates the logs in the '%APPDATA%\pgAdmin' directory.
On non-windows - it generates the logs in the '$HOME/.pgadmin' directory
