why do you use EXEC there

do only

BEGIN
  IF EXISTS(SELECT * FROM information_schema.schemata WHERE
schema_name = 'secc_master'_ THEN
   ...
  ELSE
   ...
  END IF;

you have to use quote_literal function there, not quote_ident.
