Oh, so this is to be backpatched? Yeah, I guess in the backbranch case it's acceptable to duplicate some bits, but I don't think this gives us blanket permission to do it in master. I have not any problem with these names - it is related what it does.
"libpq_connstring_uri_prefix_length" is 100% correct
"libpq_connstring_is_recognized" is correct too .. the name is maybe long, but this functions are not used 100x per day
