[HACKERS] CentOS based openshift ready docker container

   I have successfully built postgresql containers, that work on openshift[1],  available in my git repository[2]. These containers are currently building on CentOS Container Pipeline[3] and being delivered to registry.centos.org. 

I am proposing that they be added to the postgresql repositories.
