Yes. It's been discussed before but some people (particularly, Tom,
IIRC) are not convinced that it's useful enough to justify its
existence.

Well, that timestamp will get bumped on TRUNCATE, CLUSTER, VACUUM
FULL, and rewriting versions of ALTER TABLE.
