I'm surprised you didn't know that :-). pgAdmin doesn't let you drop it because it disables drop for all catalogs (I guess thats a minor bug), but Postgres itself doesn't care because as you note, it's not needed by the system and it's recognised that users may not want it cluttering up their databases.
