So from a previous post of yours I have pasted the pg_hba.conf file
below my instructions:
1) Get rid of the first local line .
2) Then for the remaining local line below change peer to trust and
restart Postgres.
3) Then repeat:
psql -d cpacweb -U cpaca
local all postgres peer
# TYPE DATABASE USER ADDRESS METHOD
# "local" is for Unix domain socket connections only
local all all peer
# IPv4 local connections:
host all all 127.0.0.1/32 md5
# IPv6 local connections:
host all all ::1/128 md5
# Allow replication connections from localhost, by a user with the
