Gee, the man page of pg_restore says:

DESCRIPTION
       pg_restore  is  a  utility  for  restoring  a   PostgreSQL
       database  from  an archive created by pg_dump(1) in one of
       the NON-PLAIN-TEXT (emphasis added) formats.
