Japan doesn't use DST last I heard, but it doesn't matter. The
regression tests are run with TZ=PST8PDT, so American DST boundaries are
the windows in which the datetime test will fail, anywhere in the world.
(Given correctly installed worldwide TZ info on the local system, of
course, but I suspect you can assume that most Unix systems will have
info about the American timezones...)
