branch created, 9.4beta1 preparations

Let's see if this new mailing list works ...

I have created a branch REL9_3_STABLE, so master can now be used for
committing for 9.4.  http://babel.postgresql.org/ shows the up-to-date
status.

9.4beta1 will be wrapped this Sunday, but of course there will be more
time after this.
