Well something along this can work
try this as root
iptables -I INPUT -m state --state NEW -m tcp -p tcp --dport 5432 -j DROP
boot ogff your users
make changes
iptables -D INPUT -m state --state NEW -m tcp -p tcp --dport 5432 -j DROP
