Check pg_class.relpages, and divide that evenly across the processes. 
That should be good enough.

Hmm, I was thinking of "SELECT * FROM table WHERE ctid BETWEEN ? AND ?", 
but we don't support TidScans for ranges. Perhaps we could add that.
