You need to fix the HTTP Proxy Settings as per your IE. Also if the URL gets opened in the IE, it should get opened by the stackbuilder also.

I tried setting the http Proxy details in SB based on the settings in my IExplorer – i.e., http://proxy.foo.com , port 80, to no avail…
I don’t have an FTP proxy I’m aware of, but perhaps that’s what I need instead?

Are you behind a proxy server?
