pgsql server package

hi i'd like to be able to create & run a PostgreSQL server.
i have read that i need to install the postgresql-server package.  do i also
need to install the postgresql and postgresql-devel packages?, or are these
included in the server package?

PostgreSQL databases and/or your own PostgreSQL server. You also need
to install the postgresql and postgresql-devel packages
